Persons assisted: 1
Total this year: 1
Nature of Incident: Injured Walker
Incident Area: Snowdonia

Narrative: Whilst on routine training exercise in North Wales, Sgt. Williams plus 5 were diverted to the Llyn Idwal area of Snowdonia to assist Ogwen Valley MRT with the evacuation of a 67 year old walker, Mr H. Stapleton, who had dislocated his hip following a fall. First aid was administered and the casualty was evacuated by stretcher to a waiting civilian ambulance in the Ogwen valley.
Other SAR Forces Involved: Ogwen Valley MRT

Total Man Hours: 7.5  Total Vehicle Miles: NIL

REMARKS: Sgt. Williams and his party had been on a navigation exercise since 0530hrs, their response time to this incident, following nearly nine hours training is therefore particularly commendable.

RAF MOUNTAIN  RESCUE SERVICE – MRS REPORT ‘A’

Report A Serial N°: 7/93   Date of Incident: 17 AUG 93
Referring to RCC Form R: Not as reported DTG:
Persons assisted: 5  Total this year: 9
Nature of Incident:  Helicopter Forced Landing-Guard.
Incident Area: Black Mountains Grid/Ref 160/731161
Narrative:  Sgt Carroll plus 6 others were requested by RCC Plymouth to provide a communications link and aircraft guard for a Sea King from RAF Brawdy which made a precautionary landing on the Black Mountain after a fault indication. The aircraft was forced to land on soft ground and was stuck, awaiting recovery by Chinook. The MRT party deployed and established a communications link using VHF Handsets and Cell Phone. The party also provided assistance with the removal of the helicopter blades. Overnight crash guard was not required due to the prompt recovery of the Sea King to Brawdy.
Other SAR Forces Involved: 202 Sqn Det Brawdy
Comments on Equipment:
The provision of a camera for MRT use would allow incidents to be recorded. This visual record would be used to assist in personal training and for PR lectures and displays.
Comments on Communications:. At present the MRT has two transportable cellphones. These are too bulky and heavy to be carried on the mountains. Communications at the scene of an incident would be greatly enhanced if we could exchange one of the transportable ones for a handheld cellphone. Handhelds are currently being used by other RAF MRTs who have found that contactability and speed of response has also been improved.
Comments on IEC: N/A

Total this year: 21
Nature of Incident: Missing Person
Incident Area:     South Wales
Narrative:  Sgt Carroll plus 19 were tasked to assist Gwent Police, Morlais, Longtown MRTs and SARA in the search for a 83 year old man who was missing from his home in Monmouth since the previous evening (Monday 18 October). The overnight temperatures had been below freezing and the man was lightly clothed. He was known to take afternoon walks in the local countryside. therefore, the search concentrated on his favourite country paths and river banks in a 3 mile radius. The search continued until 2300hr on Tuesday evening. At first light on Wednesday 20th, the search recommenced with the addition of RAF Stafford, Brecon and Bridgend Civilian MRTs and SARDA joined later by a Police helicopter. This time expanding the search to cover any likely paths in the area but still within a 4 mile radius. No clues were found but many possible sightings by the public were investigated to no avail. The Police decided to scale down the search on Wednesday 20 October at 1700hrs. The Police search teams continued searching and their divers recovered the body of Mr. Whltehouse on Tuesday 26 October in the River Wye.

Comments on Transport: Our ageing Bedford trucks are becoming increasingly unreliable. Due to unserviceability, we obtained a replacement Bedford from MT, this also became unserviceable which caused delays while loads were transferred to a second replacement vehicle. The station MT flight agree that our Bedford’s are becoming long in the tooth but cannot supply a forecast for replacement.
MOD have now requested teams to replace Bedford’s with Leyland-Daf Trucks. However, the station will only receive 4 of these vehicles in this financial year, 3 of these have been allocated to Aircraft Recovery and Transportation Flt and the other retained for MT Flt use.
REMARKS: A sad outcome, however the troops mounted a good response and worked hard throughout the call out.

Nature of Incident: Family of hillwalkers in distress
Incident Area: Snowdon

Narrative: Sgt Carroll plus 9 were tasked to assist Snowdon Rangers, Llanberis MRT and SARDA in the search for an ill-equipped and poorly clad family of 4 who were reported as being near the summit of Snowdon at 1630hrs, just as darkness was falling. The family, which included two children aged approximately 3 and 5, were reported as being unsure of the descent and had no lights. As it was a cold night with variable cloud, an immediate search was mounted for the family. Initially, with the help of Valley Wessex R122, a search was made of the summit area and main tracks. Later, as night progressed the search expanded to include all likely tracks from the summit and any black-spot problem areas. The search was terminated by North Wales Police at 0500hrs. It was apparently a well intentioned false alarm.
Other SAR Forces Involved: 22 Sqn C Flt, SARDA Llanberis MRT, Snowdon Ranger Services
Comments on Communications: Our communications vehicle is still awaiting damage assessment after an accident on 22 Oct. Given the size and complexity of the search area, communications would have been enhanced by the use of a handheld portable cellphone. Authority has been sought from 18Gp to exchange one of our 2 large transportable cellphones for a lightweight hand portable.

RAF MOUNTAIN  RESCUE SERVICE – MRS REPORT ‘A’
Report A Serial N°: 14/93                Date of Incident: 20 NOV 93
Referring to RCC Form R: (P) 755  DTG: 22 1302 Nov 93
Persons assisted: 1                           Total this year: 27
Nature of Incident: Crashed Helicopter      Incident Area:     Brecons, South Wales
Narrative: Sgt Carroll plus 19 SAMRT were involved in a major joint exercise with 2 other RAF MRTs, RAF Brawdy Sea King and 5 local civilian MRTs based in South Wales. The exercise involved the night search for a light aircraft and the IEC and evacuation of the passengers and crew. During the exercise at approx 1530hrs, a report was received at Brecon Police Station from 2 civilian hill walkers that they heard a helicopter flying along then the engine suddenly cut out. It was felt that they may have heard the Sea King in that area at that time. However, the information was passed to RCC Plymouth (RCCP) as a precaution and the exercise continued.
At 1815hrs D&D West Drayton reported to RCCP that a helicopter was overdue on a flight from Bristol to Llandeilo. At 1850hrs RCCP requested that the exercise be terminated and a real search for the helicopter. The helicopter was a Robinson type R22 (small 2 seat) with 1 POB. The pilot, Mr. Martin Shufflebottom was newly qualified and had not left a detailed flight plan. He had been reported overdue by his wife. The search control contacted the aircraft owner and chief flying instructor, who said Mr Shufflebottom had a cell phone with him but they could not contact him. They said he had intended to follow the A40 west to Llandeilo or, if the weather was bad, follow the coast to Swansea then North from there. He had neither survival equipment nor spare clothing. Given the weather conditions, it was decided to start an immediate search at night. The initial report of “helicopter noises suddenly stopping” and a radar fix gave a good start point. Later sightings, noise reports and a radar fixes spread the search area. There were over 100 search personnel and 1 helo involved in the search until 0400hrs.

The next day there were more than 120 searchers and 5 helos, the crashed aircraft was found at approximately 1500 hrs near the place where the original “helicopter noises suddenly stopping” were reported. The pilot had apparently died on crashing and his body was recovered. The use of a crash guard was deemed impractical by the police.

Other SAR Forces Involved: RAF Stafford & Valley MRTs, Helicopters: 22 Sqn A Flt Chivenor, 202 Sqn B Flt Brawdy, RNAS Portland R173. Army Air Corps Hereford, Police. CIV MRTs – Brecon, Bridgend, Longtown, Morlais, SARA, SARDA. South Glams Fire CRU, Avon & Somerset CRU

Comments on Equipment: As an aid to recording actions at the search control and the crash site, a portable video camera would be  invaluable . The video would be used in debriefing and training and would lead to greatly enhanced  performance for a small outlay. 4 of the other RAF MRTs already use these cameras to good effect. A request for the provision of a camera will be made to the SEdTO.

Comments on Communications:
1: Civilian VHF (ground parties): Due to the large number of mobile ground parties spread over a large area, the communications were complicated and problematical. The primary CIV frequency quickly became saturated and this problem was worsened by using comms-links. In future, this problem could be alleviated by making use of the secondary CIV Freq and having separate links for each frequency.

2. RAF Ground Parties: The RAF MRTs operated on the MIL VHF freq but the terrain necessitated multiple comms-links and some search parties were not contactable for large parts of the search. Two Portable cell -phones used by RAF Stafford MRT were of immense value. One of these was private and was used at personal expense of a Team member. The Cellphones had excellent coverage on these hills and more phones would have alleviated the contactability problem. On 20 Sep 93, we submitted a request to 18Gp for authority to exchange one of our two, heavy transportable cellphones for a lightweight handheld model.

3. VHF 123.1 MHz (International Scene of Search): There were 5 helicopters involved in the search, this was the only frequency which they all had the ability to use, however, none of the ground agencies had this frequency. In the weather conditions, this gave problems with air traffic control around the search area because the ground control had no comms whatsoever with 2 of the helicopters, limited comms with the police helo through their control room and, slightly better but still limited, comms with the 2 RAF helos on HF (5680) and VHF MRT Freqs. This problem would be eliminated if the RAF MRT Control vehicle was fitted with a radio capable of operating on 123.1 Mhz VHF. This Freq would also be essential for operations involving a Forward RCC.

REMARKS: There were some (probably unique) problems in the transition from exercise to real incident, not least of which was having 1OO personnel arrive at the search control during the very early stages of investigation and search planning. Some of the civilian MRT members did not completely believe that the missing helicopter was a “real “incident until the next day! Many Lessons were learned during this incident and, as a result, some improvements to the control and comms procedures have been agreed by the South Wales MRTs. If the RAF MRTs are to regain their ability to act as an on-scene air traffic control, especially when working with non-RAF aircraft, they must all obtain a radio which operates on the International Scene of Search frequency (123.1MH2 VHF). Despite the sad outcome, all RAF personnel worked extremely hard in very testing weather conditions and are a credit to the Service

Report A Serial N°: 15/93
Date of Incident: SAT 11 DEC 93
RCC Reference: 1046        DTG:.13 1330z DEC 93
Persons assisted: 1            Total this year:.27
Nature of Incident: Injured Mountaineer   Incident Area: Tryfan, North Wales

Narrative: Whilst engaged in routine mountaineering training in Snowdonia, Sgt Carroll plus 6 were requested by RAF Valley MRT to assist with the rescue of a mountaineer who had sustained spinal injury after falling on the North Ridge of Tryfan. The ridge was covered in verglas and Mr. Carl Hughes had slipped 60ft, he stopped on a tiny ledge 70ft up a steep cliff. RAF Stafford MRT were quickly on scene and carried out initial IEC. The wind was gusting cross the ridge which, with cloud and snow showers, precluded helicopter evacuation. St Athan MRT assisted RAF Stafford and Valley MRTs to fit a spinal splint and load the casualty onto a stretcher on the steep ground then lower the stretcher horizontally down to a flat ledge. Then, assisted by Ogwen and Oldham civilian MRTs, lowered the stretcher vertically for approximately 1000ft down a gulley on the East face and carried to the road-head in Ogwen  Valley.
Other SAR Forces Involved: RAF Valley and Stafford MRTs, Ogwen Valley and Oldham MRTs, 22 Sqn C Flt.

Comments on Equipment: A hill-portable cellphone would have facilitated informing RCC of our involvement in this call-out and give sitreps. A request was made to 18Gp in September for authority to exchange one of our heavy transportable cellphones for a lightweight model.

Persons assisted: 1            Total this year: 28
Nature of Incident: Injured Team Member
Incident Area: Cairngorms

Narrative: During the Christmas/New Year grant period the Duty MRT were based in Scotland. On New Years Eve, Sgt Carroll plus 3 novice climbers were engaged in routine ice climbing training in “Goat Track Gully” in Coire an t-Sneachda, Cairngorms. After 150ft of roped climbing, the party belayed against the left wall of the gully. Sgt Carroll then led the next 100ft section and belayed. Whilst 2 of the novices were climbing this second section, a party of civilian climbers joined the gully from an adjacent route above the novices. They dislodged a rock which fell down the gulley (without warning) and hit SAC Honeywill (who was still attached to the first belay) on the Leg. As SAC Honeywill was obviously in distress, the other 2 novices were lowered back down to his position then Sgt Carroll abseiled down. SAC Honeywill had sustained a fracture to his lower leg. The RAF party contacted Edinburgh Rescue Coordination Centre using a private cellphone and requested helicopter evacuation. The injured airman was then lowered down to the start of the route with the assistance of other RAF MRT personnel. As the injured airman reached slightly less steep terrain, Rescue Helicopter 137 arrived and evacuated him to Raigmore Hospital, Inverness.

Other SAR Forces Involved: ‘D’ Flt 202 Sqn, a mixed party of RAF MRT personnel
Comments on Communications: The private cellphone facilitated speedy and accurate communications direct with RCC.
Comments on IEC: The injured leg was strapped to the uninjured leg. When the helo arrived, Entonox was administered and a neoprene splint applied before evacuation.
